Beyond consumer behavior, the report notes that high street businesses are currently burdened by rising operational expenses, specifically citing increased costs for energy, labor, and business taxes. While the government has attempted several regeneration schemes in the past, the current plan emphasizes local control, with Burnham asserting that those living in the areas are best positioned to decide how the spaces should be utilized. The funding is intended to address the physical blight of empty storefronts while attempting to stimulate local economic activity.
