De-reservation refers to the process by which government positions or benefits previously reserved for Scheduled Castes, Scheduled Tribes, or Other Backward Classes are opened to the general public due to a lack of qualified candidates from the reserved categories.

This disclosure has emerged in the context of a broader administrative friction between the DoPT and the National Commission for Scheduled Castes (NCSC). The NCSC, which is tasked with safeguarding the interests of marginalized communities, has been seeking transparency regarding how and why reserved vacancies are being de-reserved. The lack of structured data complicates the oversight role of the Commission, as it makes it difficult to track whether the legal requirements for de-reservation—such as exhausting all efforts to find suitable candidates from reserved categories—are being strictly followed.

While the DoPT maintains that the information is not readily available in a consolidated format, critics and advocates for social justice argue that the absence of such data prevents accountability. Without clear records, it remains difficult for oversight bodies to determine if de-reservation is being used appropriately or if it is inadvertently undermining affirmative action policies. The situation highlights a significant gap in administrative transparency, leaving the NCSC and the DoPT at odds over the management and reporting of these sensitive personnel decisions.
