Finnish President Alexander Stubb recently confirmed he has engaged with SpaceX CEO Elon Musk regarding the expansion of Starlink satellite internet services. The request specifically asks for coverage to be enabled over Russian territory, a move Ukraine believes is necessary to effectively counter Russian ballistic missile attacks. Currently, Ukraine faces a significant shortage of air defense systems, and officials in Kyiv argue that having satellite connectivity over Russian soil would allow them to identify and strike the mobile launchers responsible for firing missiles into Ukrainian territory.

Starlink has been a critical component of Ukraine’s defense infrastructure since it was activated shortly after the Russian invasion in February 2022. The service provides essential communication and coordination capabilities for Ukrainian forces on the front lines. While the system has been a "lifeblood" for military operations, its geographic availability is controlled by SpaceX. The company has previously faced scrutiny regarding the limitations placed on the service to prevent its use in offensive operations, particularly those involving long-range drone strikes or targeting deep within Russian borders. The Finnish government’s intervention highlights the ongoing tension between the private control of essential wartime technology and the strategic needs of a nation under attack.
