Hong Kong’s technology minister, Sun Dong, has established a concrete timeline for integrating talent flows within the Hetao innovation hub. During a radio appearance on Sunday, Secretary Sun stated that the cross-boundary movement of personnel is expected to be operational by June of next year at the latest. This announcement serves as a follow-up to previous pledges made by Hong Kong’s leadership regarding the digitalization of the region, specifically the goal to facilitate the free movement of data between Hong Kong and the mainland by the end of 2024.

In addition to the talent flow initiative, Secretary Sun addressed the development of the local semiconductor industry. He confirmed that semiconductor production is scheduled to commence at the Hong Kong Microelectronics Research and Development Institute. The Hetao Shenzhen-Hong Kong Science and Technology Innovation Cooperation Zone is a central pillar of the government's strategy to position Hong Kong as an international hub for innovation and technology. By aligning talent mobility with data integration and hardware manufacturing, the administration aims to accelerate the region's technological integration with the Greater Bay Area. While the government has set these specific targets, the success of the initiative remains contingent on the coordination of regulatory frameworks between Hong Kong and mainland authorities to ensure seamless cross-border operations.
