Hong Kong is preparing to launch its first five-year development plan, which will formally designate biomedicine as a strategic priority for the city. The initiative is designed to integrate Hong Kong’s medical research and development capabilities more closely with the broader Greater Bay Area, a region encompassing Hong Kong, Macau, and nine cities in Guangdong province.

During the fifth Hong Kong International Biotechnology Conference and Exhibition (BIOHK), government officials highlighted the plan as a roadmap for economic and scientific growth. The move is intended to position the city as a regional hub for medical innovation. Global pharmaceutical giant GSK has publicly expressed its intention to expand its footprint in the region, signaling corporate support for the government’s vision. Secretary for Health Lo Chung-mau emphasized that the collaboration is essential for advancing medical standards and research outcomes across the border. While the government has framed this as a major step toward economic diversification, the specific details regarding funding, regulatory alignment, and the timeline for implementation are expected to be fully disclosed when the plan is officially unveiled next week.
