A primary component of the bill focuses on Russia’s 'shadow fleet'—a network of older, often poorly maintained tankers used to transport Russian oil while avoiding Western sanctions. By targeting these vessels, the bill aims to disrupt the revenue streams that support the Russian economy. Additionally, the legislation grants the president new authority to impose secondary tariffs of up to 100% on entities that purchase Russian oil and gas, effectively creating a financial deterrent for international buyers.

The bill has been renamed in honor of the late Senator Lindsey Graham (R-S.C.), who served as the lead sponsor before his sudden death in July. With the House’s approval, the bill now proceeds to the president's desk. While the legislation received bipartisan support, the vote count indicates a split within the chamber, with 159 members voting against the measure.
