Japan’s government has formally rejected a proposal to recruit foreign nationals into the Self-Defence Forces (SDF) as a solution to the nation's looming military manpower crisis. The recommendation was included in a report published on September 2 by the Sasakawa Peace Foundation, a group comprised of former high-ranking defense officials and military leaders.

Projections indicate that the SDF could see its total personnel drop to 130,000 by 2045, which represents nearly half of its current strength. The foundation argued that expanding recruitment to include foreign residents could help stabilize the force as the domestic population continues to age and shrink. However, the proposal faced immediate scrutiny and debate. Defence Minister Shinjiro Koizumi confirmed that the administration has ruled out the idea, effectively ending the discussion regarding the integration of non-citizens into the military ranks.

While the report sparked significant public and political discourse, the government’s stance remains firm. The rejection highlights the ongoing tension between Japan's need for a robust defense posture and its traditional, restrictive policies regarding national security and immigration. The government has not yet offered an alternative strategy to address the significant personnel shortfall expected in the coming decades.
