The opposition comes in response to efforts, reportedly led by Rabbi Yehuda Kaploun, to fold the Holocaust-focused position into the broader antisemitism mandate.

In a letter addressed to Senator Marco Rubio, the lawmakers argued that the Holocaust envoy position serves a unique and critical function that should not be absorbed into another office. They contend that maintaining the Holocaust envoy as a distinct, permanent office is essential for addressing issues specifically related to the legacy of the Holocaust, such as restitution and the preservation of historical sites. Proponents of the merger, including Rabbi Kaploun, have suggested that consolidating these roles could streamline efforts to combat modern-day antisemitism and Holocaust denial. However, the Democratic signatories maintain that the two roles address different, albeit related, historical and contemporary challenges and that merging them would diminish the focus on Holocaust-specific issues. The debate highlights a disagreement over whether administrative efficiency in the State Department outweighs the symbolic and functional importance of keeping these portfolios separate.
