The initiative is named after 13-year-old Martha Mills, who died in 2021 following a series of medical errors. An inquest into her death found that her family’s repeated concerns regarding her worsening condition were not acted upon by the hospital staff in a timely manner. Her parents, Merope Mills and Paul Laity, campaigned for the rule to ensure that families have a clear, accessible way to escalate care concerns, aiming to prevent similar tragedies in the future.

While the rollout marks a significant shift in patient advocacy within the NHS, the implementation process is expected to be monitored closely.
