Kathmandu Mayor Balendra Shah recently addressed the United Nations, advocating for a cooperative framework between Nepal’s neighbors, India and China, to address climate change risks. Shah’s proposal centers on the creation of a shared mechanism designed to monitor glacial lakes, which are increasingly prone to flooding due to rising temperatures in the Himalayan region.

According to the proposal, the mechanism would facilitate the exchange of satellite imagery and scientific expertise between the two regional powers. Shah argues that such data sharing is essential for early warning systems that could protect vulnerable communities in Nepal and surrounding areas from glacial lake outburst floods. By positioning Nepal as a bridge for regional cooperation, Shah is attempting to leverage the technical capabilities of both India and China to address a shared environmental threat.

While the proposal focuses on technical and environmental cooperation, it also highlights the complex geopolitical position Nepal occupies between its two larger neighbors. The initiative seeks to depoliticize climate data, suggesting that environmental safety should transcend regional rivalries. There is currently no formal response from either the Indian or Chinese governments regarding the specific mechanism proposed by the Mayor. The focus remains on whether these nations, which often have competing interests in the region, will prioritize shared climate data over existing diplomatic tensions.
