The authors argue that these groups have spent decades working to reshape university governance, effectively reducing the independence of academic institutions.

According to the study, this erosion of autonomy has left colleges particularly vulnerable to political pressure, specifically regarding climate and energy research. The report highlights that in 2025, the Trump administration took significant steps to exert control over higher education, including freezing billions of dollars in research funding and launching formal investigations into 75 different institutions. The study posits that these actions were made possible because the groundwork for corporate and political influence had already been laid by external interest groups over several decades.

While the study frames these events as a coordinated effort to undermine academic freedom, it does not include perspectives from the donor networks or the administration officials involved.
