The intent behind these rules is to prevent the ruling party from using public resources or project launches to influence voters unfairly.

While the project is physically nearing completion, the administrative restrictions mean that the formal opening cannot proceed until the election process concludes. For daily commuters, this means continuing to rely on existing transit options, which are often characterized by heavy traffic congestion during peak hours. Local authorities have not yet provided a revised timeline for the inauguration, as the date remains contingent on the lifting of the election-related restrictions.
