Singapore’s Minister for Digital Development and Information, Josephine Teo, confirmed in parliament this week that the city-state has received a formal invitation to join the World Artificial Intelligence Cooperation Organisation (Waico). The organization, which is spearheaded by China, aims to foster international collaboration on AI development and standards.

Joining the body presents a strategic dilemma for Singapore, which maintains strong economic and security ties with both Washington and Beijing. According to regional analysts, membership would provide Singapore with a seat at the table regarding global AI governance, allowing the nation to help shape the rules and ethical standards of the emerging technology. However, there is concern that aligning with a China-led initiative could be perceived negatively by the United States, potentially inviting diplomatic friction or retaliation.
